Many Oklahoma families don't realize that the U.S. Department of Veterans Affairs will provide a free headstone or grave marker for eligible veterans — even those buried in private cemeteries, not just national cemeteries. If your loved one served, this benefit may cover part or all of their memorial.

Here's a complete breakdown of the VA's burial benefits program, who qualifies, and how to navigate the process.

Who Qualifies for a Free VA Headstone or Marker?

Any veteran who died on or after November 1, 1990, and was discharged under conditions other than dishonorable may be eligible. This includes:

Veterans of any branch of the U.S. Armed Forces (Army, Navy, Air Force, Marines, Coast Guard, Space Force)

National Guard and Reserve members who meet certain service requirements

Veterans who served in the Philippine Commonwealth Army during World War II

U.S. merchant marine personnel who served in certain WWII conditions

For veterans who died before November 1, 1990, the VA may still provide a marker under certain conditions — contact the VA directly for pre-1990 cases.

What the VA Provides (and What It Doesn't)

The VA covers the cost of the headstone or marker itself. What's provided depends on burial location:

For veterans buried in a national or state veterans cemetery: The VA provides an upright marble or granite headstone or flat granite marker at no cost, plus installation within the cemetery.

For veterans buried in a private cemetery: The VA provides the headstone or marker, but does not cover delivery or installation. The family is responsible for those costs. This is where a local monument company comes in — we handle delivery, foundation, and installation so the process is seamless for the family.

Types of VA-Provided Markers

The VA offers several standard marker types:

Upright granite or marble headstone — the traditional white upright marker (42" × 13" × 4"), available in gray or white granite or white marble

Flat granite marker — 24" × 12" × 4", for flush-to-ground installation

Flat bronze marker — 24" × 12", mounted on a granite base

Niche marker — 8.5" × 11", for columbarium placement of cremated remains

Bronze medallion — for families who already have a private headstone and want a VA emblem added

All markers include the veteran's name, branch of service, years of birth and death, and a military branch emblem. Optional additions include a religious emblem (there are 70+ approved options), a war service indicator (e.g., "World War II", "Vietnam"), and the Medal of Honor if applicable.

How to Apply

The application process for a private cemetery burial:

Complete VA Form 40-1330 — "Claim for Standard Government Headstone or Marker." Available at va.gov or through your local VA office.

Gather documentation: You'll need the veteran's DD-214 (Certificate of Release or Discharge from Active Duty) or equivalent service documentation. For older veterans, other records may substitute.

Submit to the VA — by mail, fax, or through a Veterans Service Organization (VSO) like the VFW or American Legion, who can assist with the application.

Arrange delivery and installation — once approved, the VA ships the marker directly to a monument dealer or cemetery. Gifford Monument Works coordinates the receipt, foundation preparation, and installation for families in the Ada and DFW areas.

Processing typically takes 4–6 weeks from application approval to marker delivery.

The VA Bronze Medallion Option

If a veteran is buried under a privately purchased headstone that was already installed, the family can apply for a bronze medallion instead. The medallion (available in three sizes) attaches to the existing stone and carries the branch of service emblem. This is a good option when the family wants a custom monument with veteran recognition without waiting for a standard VA marker.

What About Burial Allowances?

Separate from the headstone program, the VA may also provide a burial allowance of up to $796 for service-connected deaths, or a partial allowance for non-service-connected deaths for veterans receiving VA compensation or pension at time of death. This can offset the installation costs for a VA marker or go toward a custom monument.

Contact your nearest VA regional office or a VSO (VFW, American Legion, DAV) to determine eligibility for burial allowances.

Combining VA Benefits with a Custom Monument

Many families use the VA marker program alongside a custom monument purchase. For example: using the bronze medallion on a custom Gifford granite monument that includes personalized artwork, the veteran's branch emblem, and custom inscriptions — while keeping the VA's standard marker for a secondary grave marker or columbarium location.

If you'd like help thinking through the options for your veteran family member, our team at Gifford Monument Works has helped hundreds of Oklahoma and Texas veteran families navigate this process. We're familiar with the VA application, coordinate with cemeteries on VA marker installation, and can help you combine VA benefits with a custom memorial if that's the right fit.
